Accumulated microwatts for all subsystems in the CPC which do not provide CPU, storage, or I/O resources to logical partitions. These include service elements, cooling systems, power distribution, and network switches, among others. Divide by SMF70_NumPowerSamples to retrieve the average power consumption of the interval
