resource group flags
This is a flag field with the following bit fields:

| rg_is_dynamic | 0 | Indicates that the resource group is a dynamic resource group |
| rg_percent_capped | 1 | Indicates that the resource group is capacity is specified in percentage of the total LPAR capacity |
| rg_percent_single_processor | 2 | Indicates that the resource group is capacity is specified in percentage of a single processor capacity |
| rg_msu_per_hour | 3 | Indicates that the resource group capacity is specified in MSU/h |
| rg_raw_sus | 4 | Indicates that the resource group capacity is specified in raw service units |
| rg_isp | 5 | Indicates that specialty processor consumption is included in the group consumption |
| rg_trg | 6 | Indicates that the resource group is a tenant resource group |
| rg_hwc | 7 | Indicates that the tenant resource group is enabled for zCBP |
